De la igualada gratuita, la guerrilla ha sacado jugosos dividendos: sanación de sus heridos, restauración de redes y lazos, realización de la conferencia nacional más segura y prolongada de toda su historia, recuperación de su imagen internacional, reactualización de su aparato publicitario, creación de condiciones de acción para su frente civil.
De manera que las dudas y temores que abrigamos la gran mayoría de colombianos respecto de lo que va a suceder en La Habana en vez de disiparse se agrandan con la actitud silente y complaciente del gobierno ante las pretensiones y declaraciones recientes de las Farc.
En el tema de las víctimas, por ejemplo, el gobierno claudicó a las exigencias de las Farc en el sentido de que la mesa de diálogo debía escuchar a víctimas de todos los “actores” del conflicto, como si allá estuvieran sentados los voceros de todos los grupos que han ocasionado víctimas y como si esa mesa tuviera el alcance de ponerle fin al llamado “conflicto armado”. El Estado colombiano se deja llevar al plan de rendirles cuentas a las Farc de sus políticas de reparación de las víctimas. Del forcejeo lo que queda en claro es la incorporación de la etérea noción “víctimas del conflicto” y la atrevida propuesta al gobierno para crear un fondo de reparación que nos convierte a todos los colombianos en victimarios.
El bochornoso espectáculo protagonizado por organizaciones de activistas que quieren competir en representatividad con las víctimas de las Farc ha generado el ambiente propicio para que el representante de la ONU en Colombia (nada neutral), la iglesia Católica y la Universidad Nacional (en un rol ajeno a lo académico), se conviertan en los organismos que, para darle gusto a los jefes farianos, seleccionan a las víctimas para ir a Cuba.
¿Qué pueden sacar en claro las víctimas de las Farc ante unos jefes que niegan su responsabilidad y que dicen sin inmutarse que no tienen nada de que arrepentirse? ¿A qué van las víctimas de los paramilitares y las del Estado si en La Habana no se ha firmado ninguna paz? ¿No constituye todo esto una concesión más del gobierno santista a la pretensión fariana de hacer de esas conversaciones el comienzo de la refundación del estado que consideran indispensable para acceder a firmar un texto de paz? ¿No es una afrenta a la Justicia que la comparecencia de las víctimas no esté mediada por jueces de la república?
El otro asunto que ha pasado inadvertido puede causar un daño más grave que el ocasionado al comienzo de esta aventura. Me refiero al anuncio de que a La Habana, para la discusión de la dejación de armas, término que entró al lenguaje oficial sin mayor explicación y que significa el abandono de la exigencia de la entrega de armas, irán en representación del gobierno oficiales del ejército colombiano como si se tratase de un asunto técnico y no de uno de la más grave envergadura.
Adormeciendo a la opinión pública con la avalancha publicitaria sobre la paz, nos están metiendo por la puerta de atrás que ella no supone la entrega sino la dejación de las armas. La diferencia entre una y otra no es desdeñable. La dejación significa suspensión, dejar la puerta abierta por si hay incumplimientos, la amenaza sigue latente. En cambio, la entrega de armas es la refrendación de que nunca más se apelará a usarlas.
Obligar a un grupo de oficiales a identificarse con la idea de dejación es llevar al Ejército a tomar partido por un tema que no es de simple técnica y que nos divide políticamente. Los militares pueden y deben negociar con las guerrillas después de tener la certeza de que se ha firmado la paz y el compromiso de entrega de armas, hacerlo antes es arriesgar su integridad y su unidad.
